Primary Role

Responsible for all financial aspects of Capital Program Management (CPM) and associated governance related to policies, practices, procedures, controls, and reporting for the capital investment program. Assist in the strategic enhancement of the Enterprise and Operating Unit's capital program to meet key business drivers. Serves as a statewide resource for financial aspects of Capital Program Management (CPM).

Key Accountabilities

  • Supports the development of the 5-Year Capital Business Plan and Quarterly Reforecasts. Analyzes and assures that all financial information is sound including updates with Actuals, calculation of AFUDC, calculation of labor overhead, calculation of engineering overhead, and reflection of in-service dates for depreciation forecasting. (20%)
  • Coordinates monthly reviews of the Capital Budget and helps administer the Capital Program Management (CPM) meetings. Support the development of agenda and prepare meeting minutes. Supports development of project justifications, validation of SOX Controls, and overall review of the Capital Program. (25%)
  • Design and develop training programs for Project Managers specific to the financial aspects and use of business systems, including PowerPlan and SAP, related to engineering/capital projects. Provides input for potential enhancements and modifications to those systems. Serves in the lead role for implementation, training, and change management for company-wide capital initiatives related to capital program management within the Operating Unit. (20%)
  • Perform all monthly, quarterly, yearly, and ad hoc capital reporting using PowerPlan and SAP and other tools for both internal purposes and external purposes where applicable. Develops companywide reports as needed. (15%)
  • Serve as primary liaison between Engineering/Capital and Accounting, Finance, Rates, Tax. and Utility Plant Accounting on all Capital Program Management (CPM) topics. Ensures all capital financial data and costs are accurately provided to Finance Representative. (20%)

    Knowledge/Skills

    • Excellent Microsoft Office skills (Word, Excel, PowerPoint).
    • Strong PowerPlan and SAP knowledge.
    • Knowledge of water and/or wastewater engineering and/or operations.

      Experience/Education

      • Bachelor's Degree (required) in business, accounting, finance, or engineering (water and/or wastewater related); advanced degree preferred.
      • 7+ years' relevant experience.
      • Consideration will be given for advanced degrees and/or relevant certification(s) in lieu of minimum years of experience.

        Certifications and Licensures

        • Active state driver's license required with the ability to pass a motor vehicle report.

          Work Environment

          • Primarily office with very occasional overnight trips. Up to 2 days work from home permitted per week.
