Objective: Under the direction of the Manager, Equal Opportunity
Analysis and Reporting, the Senior Equal Opportunity (EO) Analyst
will support the preparation and development of reports on
workforce trends and MTA-wide equal opportunity compliance
statistics, addressing the organization's equal employment
opportunity program, policies, and agency-specific plans. The
Senior EO Analyst will perform routine assignments, collect data
from systems like PeopleSoft or other databases, and conduct
statistical analyses to ensure compliance with Federal and State
laws and regulations. This position will gather, monitor, analyze,
and report on workforce activities, ensuring data is accurate,
timely, and relevant to compliance needs, while providing valuable
insights for strategic recommendations and supporting compliance
initiatives across the Equal Employment Opportunity (EEO), Title
VI, and Diversity & Inclusion functions. The Senior EO Analyst will
serve as a key data resource, providing MTA-wide and
agency-specific reporting related to the implementation of equal
opportunity initiatives. This role ensures that all data is
processed, analyzed, and communicated effectively to meet
compliance requirements and support MTA's equal opportunity
objectives. Responsibilities: Assist the Manager of EO Analysis and
Reporting in all aspects of reporting and analysis, including
meeting deadlines, prioritizing tasks, and supporting strategic
compliance initiatives and recommendations. Develop a comprehensive
understanding of the analytical and operational reporting
requirements for MTA operating agencies. Generate, analyze, and
interpret reports using appropriate statistical tools to assess
employment practices in compliance with FTA Circular 4701.1A, as
well as fulfill ad-hoc reporting requests. Collect, validate, and
analyze agency-specific and MTA-Wide employment data—including
recruitment, hires, promotions, transfers, separations, and
compensation—ensuring accuracy and compliance with equal
opportunity objectives. Provide data-driven insights, identify
opportunities for process improvement, and enhance reporting
structures to align with each agency’s unique needs. Track progress
toward organizational goals, conduct root cause analyses, and
identify opportunities to improve short- and long-term outcomes.
Perform data mining to detect inconsistencies in data quality that
may impact reporting, such as duplicate records or missing
information. Gather and analyze business intelligence data from
industry sources, public reports, and regulatory agencies (e.g.,
U.S. Census Bureau, Federal Transit Administration, EEOC). Identify
and assess industry and regional trends that may influence MTA’s
EEO strategy and compliance with FTA and New York State reporting
obligations. Prepare internal status reports, monitor goal
progress, evaluate outcomes, and support metrics development for
internal and external reporting requirements. Develop and implement
effective data visualization methods to ensure clear and impactful
communication of key findings to management and stakeholders.
Provide executive and senior leadership with workforce trend
updates, compliance risk assessments, and recommendations for
policy or process improvements. Maintain and update databases,
dashboards, HRIS systems, and reporting tools; prepare reports,
graphics, presentations, and responses to ad-hoc data requests.
Stay current on tools, technologies, and methodologies related to
employment data collection, analysis, and interpretation. Serve as
the primary liaison for agencies' analytical needs, collaborating
with stakeholders to define and document reporting requirements.
Support investigations by providing detailed data analysis and
reporting as needed. Perform additional duties as assigned.
Required Knowledge/Skills/Abilities: Ability to collaborate with
key stakeholders and various levels of management. Demonstrated
experience in statistical analysis and advanced computer skills are
a must. Advance knowledge of Excel, data management applications
and tools, and Microsoft Office Suite or similar applications.
Experience with Human Resources system (preferably PeopleSoft) or
comparable HR Information Systems, BI tools is preferred. Aptitude
and proven ability to analyze and summarize data, interpret, and
develop meaningful insights and conclusions. Effective
interpersonal, oral, visual, and written communication skills with
the ability to interpret & report on key analytical findings.
Experience demonstrating a close attention to detail and accuracy,
with the ability to successfully handle multiple concurrent
projects/priorities simultaneously. Attention to detail with
demonstrated experience resolving problems through analytical
reasoning by identifying issues and assessing problems. Must
possess qualitative and quantitative skills, be team-oriented,
flexible, results-focused, and be able to work under pressure and
meet tight deadlines. Required Education and Experience: Bachelor’s
degree from an accredited college/university in Statistics,
Economics, Business Administration, Public Administration, or
related field. An equivalent combination of education and
experience may be considered in lieu of a degree; and At least four
(4) years of experience with analytical work using databases and
analytical tools to solve business problems for a large
organization is required. An emphasis on supporting EEO/AA or civil
rights programs is preferred. Other Information May need to work
outside of normal work hours (i.e., evenings and weekends) Travel
may be required to other MTA locations or other external sites .
